Yay Or Nay?

Rogue Fitness Team Black on this years Team Series Event 4.  Interesting approach to these hang power cleans by Josh and Annie.  Is this technique of bringing the bar up and then back down legit to you?  If I'm not mistaken this is not allowed in weightlifting.  In the jerk for example, you can't pop the bar up to create more oscillation for the lift.  This is what it seems Josh and Annie are tapping into - the extra force that is generated up through the lift from the bar coming down.  

Workout:

100 double under
10 rope climb
100 sit ups
10 strict muscle up (10 strict wtd pull ups option)
100 russian one-arm KBS (53/35lb)
